The Government of Haryana had introduced a scholarship scheme known as “Haryana Merit-cum-Means Scholarship” for students belonging to minority communities. This scholarship is open to students of the state enrolled in diploma/professional/technical courses. At present, the online application for Haryana Merit-cum-Means Scholarship 2024 is open, the last date to apply for the scholarship is 30 March 2024.
Haryana Merit-cum-Means Scholarship 2024
The Department of Technical Education, Government of Haryana, is offering Merit-cum-Means scholarships for students enrolled in AICTE-approved courses in Haryana in 2023-24. This scholarship has been introduced on the occasion of providing them financial assistance to pursue higher education. These awards both financially assist and encourage students to continue their study. The government will provide scholarships to eligible students and they will have to apply online by filling the application form through the official website (https://archhatravratti.highereduhry.ac.in).

Eligibility Criteria
To be eligible for Haryana Merit-cum-Means (MCM) Scholarship 2024, applicants must meet the following criteria:
- The scholarship is only applicable to the students of Haryana State.
- The annual income of the student’s parents should not exceed Rs. 2.5 lakh from all sources.
- Those applicants who pass a competitive exam and are accepted into a college to pursue technical or professional courses will be eligible for the scholarships offered by merit-cum-means.
- Applicants who are accepted into professional or technical courses without appearing for a competitive test will also be qualified for the award. These students, however, need to have received at least 50% of marks in higher secondary school or graduation. Merit-based criteria will also be used to select the students.
- The scholarship will not be awarded in the following years unless the previous year’s course was completed successfully.
- Beneficiary of other scholarship cannot avail the benefits of this scholarship scheme.
Scholarship Amount
The chosen individuals will get INR 20,000 or the amount equal to their tuition fee and INR 10,000 for Maintenance Allowance. Students belonging to Schedule Castes (SC) who are enrolled in AICTE-approved courses, such as diploma programs and UG/PG technical courses, are eligible for transportation facility, Students living within the campus will be exempted from this facility. They will be given the actual amount of state transportation options such as trains and buses.

Applicants may follow the instructions given below to apply for the Haryana Merit-cum-Means Scholarship.
- Firstly, go to DHE Centralized Online Scholarship: (https://harchhatravratti.highereduhry.ac.in).
- After landing on the homepage, navigate to the Scholarship Scheme section.
- Now select the link ” Click Here to Apply for Merit-cum-Means”.
- Choose Are you a Residence of Haryana? (yes/No), Academic Session, then enter your Aadhaar No, then click on “Submit”.
- Enter the OTP received on registered mobile number and click on “Verify OTP”.
- Provide the following information to fill the application form.
- Choose State/District, Course, College/Institute, Course Type. etc.
- Enter Applicants name, Father’s/Mother’s Name, Date of Birth, and Caste details.
- Provide contact details such as Address, Mobile Number and Email id.
- Enter current academic details like Semester, College Roll Number, Admission date, University Roll No, Area Type, Boarding Type etc.
- Upload documents like Photo, Signature, Aadhaar, Parivar Pehchaan Patra, and Aadhaar-seeded documents received from bank.
- Double-check the information that you provided, then click on “Apply” Button.
